Would this fabric be suitable to cover the cushion inserts in timber dining chairs or would the cotton be better. I don't want them to feel too plastic.

PVC fabric is not recommended for upholstering as it does not stretch well and may tear easily. I suggest contacting a seamstress/upholsterer for their consultation.
